HB 74 update: Sadly, this bill is on the Governor’s Desk. Call the Main Line: (502) 564-261 and leave a messsage: “Governor Matt Bevin and ask him to VETO this bill. This is the pawn shop registry bill sponsored by Representative Kim King. We are asking for calls to reject this bill.”

This bill starts a pawn broker database/registry supposedly to help in theft crimes, We view it as a violation of privacy. Further it will require drivers license and Social Security information. We strongly oppose this legislation as it treats private property owners as guilty to be proven innocent and it cripples their ability to do business. Also, there should be incentives to follow this proposed law, but business are fined or punishments for violation will include a $50 to $500 fine and possible loss of license, per 226.990 in existing law Link: https://law.justia.com/…/ken…/2016/chapter-226/section-.990/

Founded in November 1992, Skarbnytsya claims to be the first and leading non-state network of pawn shops in Ukraine and Kiev. According to its website, the company has millions of clients, 1,200 employees, and are currently operating over 300 pawn shops with high standards in the non-bank loaning market.

We are mainly focused on the Commonwealth of Kentucky and the United States of America. Thank you for the information regarding what is happening in the Ukraine.

  3. William says:

The so called liberty Governor signed this bill into law on March 15th. We need to call and write him on signing this very bad piece of legislation.
